What changes
ANAC Resolution 800 creates rules for acts of indiscipline, at airports and on board. It ranges from a warning to a fine and, in the most serious cases, to a flight suspension. The list is shared across all airlines that operate scheduled domestic flights.

The rule explained
An ANAC rule that sets sanctions for passengers who commit acts of indiscipline on domestic flights and at airports. It classifies conduct by degree of severity and sets the appropriate measure.
It applies to passengers on domestic flights, on any airline that operates scheduled domestic flights.
Suspension of the right to fly on domestic flights, for 6 or 12 months. It applies in cases the rule considers very serious and is shared across all airlines that operate scheduled domestic flights in Brazil.
From September 14, 2026. Until then, it's worth taking the time to get informed.
Sanctions
Acts of indiscipline, serious and very serious ones, the sanction varies according to the severity.
Not every act of indiscipline leads to a fine or a flight suspension. In cases that are not classified as serious or very serious, the first measure set by Resolution 800 is guidance: a formal conversation to make the safety and conduct rules clear to the passenger. These are situations such as failing to follow a safety instruction, using an electronic device when its use is prohibited, or causing a disturbance on board.
Acts of indiscipline classified as serious are conduct that represents a higher level of risk to safety, to the order of operations, or to the people involved in the trip. In these cases, Resolution 800 provides for the termination of the transport contract, and the passenger is subject to a fine imposed by ANAC.
Acts of indiscipline classified as very serious are the conduct that represents the highest level of risk to the safety of passengers, crew and operations. In these cases, in addition to the termination of the transport contract and a fine imposed by ANAC, the passenger has their access to air travel suspended for 6 or 12 months, depending on the conduct.
The no-fly list
It applies in the very serious cases of Resolution 800 and works like this:
A list with the data of all passengers who committed acts of indiscipline considered very serious by the rule. It is shared across all airlines that operate scheduled domestic flights in Brazil.
The suspension is 6 or 12 months, according to the act committed. It applies to all scheduled domestic flights in Brazil.
During that period, the suspension prevents ticket issuance, check-in and boarding on those flights.
The conduct, one by one

Safety instructions must also be respected before boarding. Failing to follow instructions from airline or airport staff related to civil aviation safety is considered an act of indiscipline under ANAC Resolution 800.
Safety-related instructions given by the crew must be followed during the flight. Refusing a safety instruction from a crew member is considered an act of indiscipline under ANAC Resolution 800. These instructions are part of the procedures needed to keep safety and order on board.
The instructions on the use of electronic devices on board are part of the flight's safety procedures. Using a portable electronic device when its use is prohibited is considered an act of indiscipline under ANAC Resolution 800. Respecting these instructions contributes to the safety of operations and of everyone on board.
Causing a disturbance or offending the decorum of other passengers with obscene acts or gestures and verbal remarks.
Verbally assaulting, physically assaulting, intimidating or threatening another passenger at the airport, with words, gestures or posture.
Taking or destroying an item from inside the aircraft, whether yours, the aircraft's or another passenger's.
Turning to physical violence against a staff member of the operator on the ground, on duty, at the counter, the gate or on the ramp. Complaining through the proper channels is your right; assaulting the people who assist you is not.
Turning to physical violence against another passenger during the flight: pushing, grabbing or hitting.
Smoking anywhere on the aircraft, including the lavatory. This applies to both regular cigarettes and e-cigarettes (vapes).
Deliberately damaging or destroying aircraft property in a way that affects the operation: the seat, a panel, cabin equipment.
Verbally abusing, intimidating or threatening the crew in a way that affects flight safety.
Falsely reporting that there is an explosive or a weapon on board, even as a joke.
Tampering with, damaging or destroying safety equipment on board: the smoke detector, the life vest, the oxygen mask or an emergency exit lever.
Turning to physical violence against those who look after flight safety: flight attendants and pilots.
Harassing or sexually assaulting a crew member or passenger: unwanted touching, advances or exposure without consent.
Carrying or handling a weapon or an explosive inside the aircraft.
Accessing or trying to access the cockpit without authorization.
Any unlawful attempt to take control of the aircraft, the most serious case in the rule.
Flying at ease
Check each passenger's ID and the authorization for minors before leaving home.
Respect the carry-on limit. If asked to check it, it is worth following the instruction: it is for the safety of the operation.
Everyone has a seat already assigned at boarding. When in doubt, check and follow the crew's instructions.
Keep your seatbelt fastened whenever the sign is on.
Put devices away when instructed and use airplane mode when asked.
Wait for the crew's instructions before standing up and opening the overhead bin. Even after landing, the aircraft still follows other procedures before the doors open.
Sort out any problem through the proper channels and through dialogue, with respect for the people who assist you.
Drink calmly on board. Excess is behind a good share of in-flight trouble.
When reclining your seat, using the armrests or listening to something on your devices, remember to respect the space and the rights of the other passengers.

Yes. Resolution 800 applies to scheduled domestic flights, both on board and on the ground, within the airport premises. That is why assaulting a staff member at the counter, for example, already falls under the rule, even before boarding.
Yes. Even for acts of indiscipline (a warning), if you refuse a crew safety instruction and insist, you can be removed from the flight. At this level there is no fine, but the trip may end right there.
